The Dutch gambling regulator Kansspelautoriteit (KSA) has issued updated guidance regarding financial means testing for online operators. The changes follow a review of industry practices conducted across twenty licensed providers.
Operators have been required to perform these tests since October 2024. The regulation mandates assessments when players attempt to deposit more than €300 net for individuals aged 18 to 24, or €700 for those over 24. This measure aims to prevent customers from wagering funds that exceed their financial capacity.
Review Results and Clarifications
In February 2025, the KSA published initial examples of acceptable and unacceptable practices. A subsequent audit involved sample checks at twenty licensed operators to evaluate implementation. While many providers improved their procedures, the regulator identified remaining shortcomings.
Consequently, the KSA issued ten improvement interviews, three warnings, and one binding instruction.
The updated guidance addresses confusion regarding asset inclusion. The KSA confirmed that liquid assets, such as savings, cannot be counted toward the test. Assessments must rely exclusively on a player’s structural income.
The regulator noted that earlier explanations led to inconsistent application across the market.
The KSA stated that proper enforcement of the means test is central to protecting vulnerable players. Supervision will continue, with plans for further sample checks to ensure compliance with the revised standards.
