The legislation applies to wagers placed in physical betting shops and online platforms covering matches organized by the Italian Football Federation (FIGC). Licensed concessionaires will remit the 2% charge quarterly. The Ministry of Economy and Finance will establish the specific payment and reporting procedures within six months of enactment.
Fund Allocation and Distribution
The FIGC will manage the redistribution of collected funds based on statutory minimums. At least 50% of the revenue must support youth development programs, including women's youth training and public sports infrastructure. A further 30% is allocated to social initiatives focused on problem gambling prevention and sports retention.
The remaining 20% will fund women's football and grassroots "scuole calcio" programs.

Industry leaders have long advocated for this financial mechanism. Former FIGC president Gabriele Gravina supported the levy in an April report submitted to the Chamber of Deputies Committee on Culture, Science and Education. He described the measure as a partial solution to ongoing crises, including rising club debts and diminishing competitiveness.
The bill outlines a revenue-neutral design intended to redirect approximately €230 million annually from general state coffers to the football fund. This structure involves a corresponding reduction in the state's existing PREU tax on fixed-odds football bets. Lawmakers assert that the levy functions as a self-sustaining ecosystem mechanism rather than state aid.
