Andrey Khodykov, executive director of the Russian Center for the Fight Against Ludomania, has proposed mandatory gambling-style warnings for popular teen platforms. The initiative targets Roblox and Minecraft, citing the widespread use of chance-based reward systems in these titles.
Proposed Disclosure Requirements
Khodykov noted that three of the five most popular games among teenagers currently utilize mechanics comparable to online casinos. These systems include loot boxes, randomized rewards, and promotional giveaways that rely entirely on probability rather than player skill. The director recommends embedding informational disclaimers directly into these game environments, mirroring the warning labels standard in gambling advertisements. Developers would need to clearly notify players before they engage with any randomized reward mechanics. The proposal remains under review and has not yet been submitted for legislative consideration.
