The Brazilian Secretariat of Prizes and Bets (SPA) has assessed the initial year of national betting regulation. Deputy Secretary Carlos Renato Xavier presented the findings during the Future of Betting in Brazil panel.
The regulatory framework took effect in 2024. Since then, the SPA has focused on issuing operator authorizations and drafting sector rules. Xavier noted that the period required technical training and continuous dialogue with market providers. The agency referenced international models to shape the local approach, aiming to balance consumer protection with industry stability.
Multi-Agency Oversight and Market Compliance
Oversight now extends beyond the SPA. A recent congressional session included representatives from the Ministry of Health, Conar, and the consumer defense secretariat. These agencies coordinate monitoring efforts to address market challenges.
The primary focus remains the informal betting sector. Two new compliance regulations were published last week to strengthen enforcement.
Federal institutions have aligned their strategies to support the regulated framework. The presidency, alongside the ministries of finance and justice, continues to direct resources toward market formalization. The SPA maintains that structured oversight prevents disputes and supports sector development.
